Doing it with style
This menu uses a single graphic background image. Hover and active states just move the position of the background to show a different part of the image in the link 'window'. No need for a preloader as all the button states are held in the one image.
There is a problem with flickering using this method with IE6 (though this only occurs when IE6 settings are not standard regarding caching of images).

Revised to add click function to reload the page with your chosen link selected. This is one of my early menus that doesn't use lists. You may wish to convert this to the more normal unordered list style.
The following image is a single graphic which holds the three states of the button (link, hover and active/selected).
