CSS MENUS A vertical slide concertina menu using just CSS

A vertical sliding concertina menu that will stay vertically and horizontally centered in the parent element when showing the sub menus.
The menu has animation for all modern browsers and OS, and will work on touch screens and smartphones. It will also work in IE9 but wil not have the animation.
A top level item with a sub menu will have a down arrow showing when hovered, if the top level is just a link then a underline will show when hovered.
So click/tap a top level with a sub menu to slide down that sub menu. Click/tap the same top level item to hide the sub menu or click/tap another top level to close the open sub menu and slide down the new sub menu.
