CSS MENUS CSS only click/tap action multi-level menu with hover fallback - version 3

Suitable for IE7+, Firefox, Safari, Chrome, Opera, iOS, Android OS, touch screens, tablets and smartphones.
The previous menu had a 'feature' in that an open menu structure would not be cancelled when clicking another top level item, so that if you returned to that menu structure it would appear opened.
This version cure the 'feature' and any open menu structure will be collapsed when clicking another top level item.
The menu still has the 'hover' fallback for IE7 and IE8.
So click/tap the arrow icons to open the sub menu and then click/tap another arrow icon to close any open sub menu and show the new sub menu.
To close all open sub menus just click/tap anywhere outside of the menu structure.
